There are 2 types of  State Funding

1. UserChoice
2. Certificate iii Guarantee

Eligibility Criteria & Evidence
With the exception of VET in Schools students, be aged 15 years or above, and no longer at school Driver’s Licence, Adult Proof of Age Card (18+ card), Passport, Birth Certificate or Birth Extract.

Permanent residency in Queensland
Driver’s Licence, Health Care Card, Pensioner Concession Card, Seniors Health Card showing a Queensland residential address.

Australian or New Zealand Citizenship
Australian or New Zealand Passport, Birth Certificate or Birth Extract, Medicare card or Certificate of Status for New Zealand Citizens in Australia (CSNZA).

Australian permanent residency (only required for students who are not Australian or New Zealand citizens)
Evidence of visa status should be documented, permanent visa label on their passport or documents, Temporary residency visa with the visa and work permits, Medicare card, Certificate of Evidence of Residence Status (CERS).

Previous Qualifications
Records or declaration (on enrolment form) indicating the prospective student does not hold and is not enrolled in a post-school AQF certificate III qualification or higher level qualification (Certificate 3 Guarantee) or a AQF certificate IV qualification or higher level qualification (Higher Level Skills program).

CERTIFICATE 3 GUARANTEE PROGRAM

The Certificate 3 Guarantee is a key initiative under the Queensland Government’s five-year training reform action plan, Great skills. Real opportunities.

The Certificate 3 Guarantee supports the Queensland Government’s Working Queensland jobs plan. The Certificate 3 Guarantee provides a government subsidy to support eligible individuals to complete their first post-school certificate III qualification. It also supports Queensland’s Year 12 graduates to transition to employment by providing fee-free training in high priority qualifications.

The Certificate 3 Guarantee provides a government subsidy to support eligible individuals to complete their first post-school certificate III qualification.

Funding is currently available for several Beauty courses offered by the BSB with Queensland Government contributing between $2,248 to $3,376 depending on the applicants individual circumstances towards the total course costs.

The Certificate 3 Guarantee is targeted at certificate III qualifications because they are considered the entry-level qualification most often needed to gain employment in many industry sectors.

Foundation skills and lower level vocational qualifications may also be delivered based on the learning needs of the student or identified job outcomes. For more information, including other student cohorts who can access training, refer to the Certificate 3 Guarantee Program Policy below.

The list of registered training organisations (RTOs) approved to deliver each subsidised qualification is published on the Queensland Skills Gateway.

Individuals are free to choose their preferred RTO from this list. The subsidy is paid directly to the RTO as training is delivered and reported to the department.

RTOs must be pre-approved by the department as a pre-qualified supplier (PQS) to deliver training and assessment services under the Certificate 3 Guarantee. Read more about becoming a PQS.

The investment priority or importance of the training determines the size of the government subsidy. Training in vocational areas that align with important economic and industry skill needs will receive a higher government subsidy. A higher subsidy will also be paid to support participation by concessional students, such as disadvantaged learners, and those undertaking training in remote locations.

Given the benefits that accrue to individuals from training, students undertaking certificate III training and non-concessional students undertaking lower level training, will be required to contribute to the costs of their training through a co-contribution fee.

The fee may be paid on behalf of the student by the employer or a third party, but not by their PQS.

The amount of the fee is determined by the PQS.

PQS are measured on successful training completions and whether the training resulted in employment or career advancement.

Individuals need access to a range of information to ensure they make an informed choice about a subsidised training place. To support this, PQS must meet a number of performance standards if they wish to participate and maintain their PQS status for the program. User Choice (Apprenticeship and traineeship funding)

The User Choice 2010-2016 program provides a public funding contribution towards the cost of training and assessment services for eligible Queensland apprentices and trainees.

The program aims to provide funding aligned to the skill needs of industry and respond to changing government priorities.

The program provides the flexibility for apprentices, trainees and their employers to select a preferred registered training organisation (RTO) from a list of pre-qualified suppliers for the delivery of nationally recognised, accredited training to meet their specific needs. The program works in conjunction with the Commonwealth Australian Apprenticeships System, under which apprentices and trainees (also known in some jurisdictions as “Australian Apprentices”) enter into legally binding training contracts with their employers and receive structured training to achieve a nationally recognised qualification.

QTIS provides comprehensive information on all apprenticeships and traineeships that are approved in Queensland, including the priority level and government contribution.
